(a) Whoever is convicted of or pleads guilty to any provision of this Traffic Code shall be sentenced in accordance with the penalties provided in Section 698.02 of the Geneva Codified Ordinances, unless otherwise specified.
(b) Moving violations shall be enhanced by one degree if, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one moving violation traffic offense.
(c) Moving violations shall be enhanced by two degrees if, within one year of the offense, the offender previously has been convicted of or pleaded guilty to two or more moving violation traffic offenses.
