(a) No person who is not handicapped or operating a motor vehicle to transport a handicapped person, shall stop, stand, or park any motor vehicle at parking locations on public or private property which are designated for handicapped persons.
(b) As used in subsection (a), “handicapped” means having lost the use of one or both legs, one or both arms, or being blind or deaf or so severely disabled as to be unable to move about without the aid of crutches or a wheelchair, or a person certified permanently or temporarily handicapped by a physician and issued any special license plates or removable windshield placard issued under Ohio Revised Code 4503.41 or 4503.44, or any substantially similar license plates or removable windshield placard or temporary removable windshield placard issued by a state, district, country or sovereignty.
(c) Whoever violates this section shall be fined not more than $100 and the violating vehicle shall be subject to towing.
