246.01 ESTABLISHMENT; ADMINISTRATION BY MANAGER; RULES AND REGULATIONS.

There is hereby established in and for the City a Department of Public Service, which shall be administered by the Manager as Director of Public Service. The Director shall make rules and regulations for the administration of the affairs under his or her supervision.
