(a) It is the intent and purpose of this chapter to establish an agency that will insure complete and efficient use of all the City's facilities to cope with disaster resulting from enemy action or other disaster as defined herein.
(b) The Ashtabula County Emergency Management Agency will be the coordinating agency for all activity in connection with civil preparedness.
(c) This chapter will not relieve any City department of the responsibilities and authority given to it by the law or ordinance; nor is it intended to adversely affect the work of any volunteer agency or organization engaged in relief in attacks, disasters, or emergencies.
