The Council shall appoint a person, by majority vote of all the members elected thereto, as an officer of the Municipality, who shall have the title of Manager, and shall have the powers and perform the duties set forth in this Charter or by ordinance. No Council member or Mayor shall be eligible for appointment as Manager during the term for which he has been elected and holds office, or for one (1) year thereafter, except as provided in Sections 12, 24 and 56.
