No person shall do or cause to be done anything which shall cause any change or deviation from the terms of an application, specifications or drawings, in any manner affecting the structural features or the stability of the structure, unless the permission of the Building Official shall, prior to the commencement of such change or deviation, have been asked for and granted, both in writing.
