The Building Official is hereby ordered to require all applicants for permits to construct or alter a dwelling within the Village, to secure the approval of the Cuyahoga County Board of Health or the State Environmental Protection Agency, as may be required, of all plans and specifications for the sewage treatment plant to be constructed for use in connection with the occupancy of such dwelling. Until such approval is secured by such applicant, the Building Official shall refuse to issue a permit to construct or alter a dwelling within the Village. However, should such application be for a permit to alter a dwelling upon a parcel of land where a sewage treatment plant has already been constructed, and such plant has adequately disposed of the sewage from such dwelling, such approval shall not be required.
