The Board of County Commissioners find and declares that it is in the public interest to regulate and restrict the establishment, operation and maintenance of refuse collection and disposal sites for the purposes of:
(A) Protecting the inhabitants of the county from the disposal of refuse, rubbish, filth or any other matter or thing that is or may become injurious to the health or comfort of the inhabitants of the county;
(B) Preserving the beauty and aesthetic value of rural and residential areas;
(C) Safeguarding public health and welfare;
(D) Promoting the health, safety, order, convenience, prosperity and general welfare of the county.
