This subchapter shall apply to all refuse collection and disposal sites, as hereinafter defined, located or to be located within Garrett County, except that this chapter shall not apply within the limits of any incorporated municipality, to the county government, county government agencies, the Garrett County Sanitary Commission or to the normal activities conducted in the removal of coal and minerals. This subchapter shall not apply to any operation or facility that is permitted under the Garrett County Sewage Sludge Regulation and solely disposes of sludge.
