(A) All “recyclables” as defined in any agreement between the Village of Gardner and a scavenger service such as tin and aluminum cans, clear glass, brown glass, green jars and bottles, chip board, newsprint and #1 and #2 plastic shall become the property of the scavenger service upon the placement of the items upon the curb side for disposal.
(B) (1) It shall be a violation of this section for any person or firm or entity of any kind unauthorized by the householder or scavenger service to collect or cause to be collected any of the “recyclable” items named in this section from the curbside bins.
(2) Any and each collection in violation of this section shall constitute a separate and distinct offense punishable as provided in this section.
