No person shall possess, manufacture, use, transport or store explosives, as defined in 225 ILCS 210/1003, in the village unless he or she holds a current license for the same issued by the Department of Mines and Minerals of the state, and unless the same is in compliance with the statutes of the state and the rules and regulations promulgated by the Department of Mines and Minerals.
