No person engaged in the delivery of food or drink intended for human consumption shall enter any premises which are quarantined because of the existence of a contagious or epidemic disease. No containers or bottles shall be removed from any premises until the termination of the quarantine, and no container which has been left at the premises during the quarantine shall be placed in use for carrying food or drink until it has been thoroughly sterilized.
