Whenever the County Board of Health shall declare the existence of an emergency or health hazard with respect to stray animals as a source of rabies and other infectious diseases, it shall be unlawful to permit any dog to go upon any public street, alley, sidewalk or other public place in the village unless the dog is securely muzzled.
