SCHEDULE I: PROHIBITED PARKING.
   (A)   Parking prohibited in specified locations along snow routes. No person shall park any vehicle on the following streets in the Village of Gardner during the hours of 12:00 a.m. midnight to 7:00 a.m. after a snowfall of two inches or more has occurred:
      (1)   On Depot Street, between Center Street and Jefferson Street; and
      (2)   On Liberty Street, between Washington Street and Jackson Street.

   (B)   Route 53.
      (1)   (a)   In order to provide the health, safety, and welfare of its citizens, parking will be prohibited on both sides of Illinois Route 53 from Carbon Hill Road to 500 feet south and on both sides of Carbon Hill Road from Route 53 to 300 feet north of the Southern Pacific Railroad tracks.
         (b)   Any person, firm, or corporation violating the provisions of this division (B)(1) shall be fined not less than $50 nor more than $500 for each offense.
         (c)   The village will enact further ordinances requiring parking restrictions at locations immediately adjacent to the improvement as may be determined to be necessary by the state from results of traffic capacity studies when construction of the above described state section has been completed and the highway has resumed normal operations.

      (2)   In order to promote the health, safety and welfare of its citizens, parking will be prohibited on Marked Route Illinois 53 within the roadway right-of-way along and within the corporate limits of the Village of Gardner and will in the future prohibit parking at such locations immediately adjacent to this improvement as may be determined to be necessary by the state from traffic capacity studies, when the proposed construction has been completed and is functional.
