The rates set forth in §§ 5.05.170 through 5.05.200 shall become effective upon passage, approval and publication of this title. A copy of this chapter, properly certified by the Village Clerk, shall be filed for public record in the office of the Recorder of Deeds of Grundy County, and shall be deemed notice to all owners, occupants or party or parties in possession of real estate of their liability for service supplied to any user of the service of the combined waterworks and sewerage system of the village on their properties. In addition, the Village Clerk shall also publish a certified copy of this chapter in pamphlet form for a period of not less than ten days pursuant to 65 ILCS 5/1-2-4. All previous ordinances in conflict herewith are hereby repealed.
