(A) Payment. Water bills may be paid without penalty at the collecting agencies designated by the city on or before the last day for payment, but not afterwards. All monies so collected shall be deposited in an account designated by the City Treasurer on the next banking business day after receipt by the agents on account of water bills. The agents shall give to the City Treasurer all duplicate paid water bills for which payment has been received, together with a duplicate deposit slip for the full amount paid on account thereof on a preceding banking business day. The agents shall be paid the sum as authorized by Council resolution for each bill collected.
(B) Water bill collection agents. Bill may be paid at the following locations.

The banks and collection agents designated in §§ 31.041 and 31.042, respectively, shall receive the payment of taxes and water bills respectively for the city, as set forth in §§ 31.041 through 31.044, and shall comply with the terms thereof, as though a formal contract had been entered into between the banks and the city.

DEPARTMENT OF PUBLIC SERVICES
The Department of Public Works shall be headed by the Director. They shall be responsible for all matters except those dealing with engineering, relative to the construction, management, maintenance and operation of all physical properties of the city, except as provided elsewhere in this code.

The Department of Public Works shall have the following specific functions.
(1) It shall have charge of the operation and maintenance of the city sewage system.
(2) It shall have charge of the maintenance of all improved and unimproved street surfaces, the cleaning of improved streets, the removal of snow, the maintenance of sidewalks, and the operation of the garbage and rubbish collection and disposal service of the city.
(3) It shall be responsible for the operation and maintenance of city water mains and connections and other facilities pertaining to the water distribution system. It shall have charge of the pumping of water into and through the city water distribution system.
(4) It shall have charge of the control and regulation of the municipal parking lots and structures.
(5) It shall be responsible for the control and regulation of the planting of trees, and the planning, development, maintenance, management, and operation of all boulevards. The Department shall care for all shade trees located on lands devoted to public purposes and shall control all lawn extensions between sidewalks and street curbs.
(6) Maintenance of parks system facilities and city buildings.

(7) The Department of Public Works shall be responsible for the issuance of all permits and the inspection of all work involved in the construction of all sewer and water lines, sewer and water services, streets, alleys, sidewalks, curb cuts, street openings, and commercial building grades. This Department shall also be responsible for planning in connection with such changes or improvements to the physical properties of the city as are consistent with and necessary to the future growth and development of the city. This Department shall perform such other engineering services as the various departments of the city may require. (‘83 Code, § 31.62)

DEPARTMENT OF PARKS AND RECREATION
(A) The Department of Parks and Recreation shall be headed by the Director of Parks and Recreation. He shall be responsible for all matters relating to a recreation program and a system of parks, and accompanying activities or functions. (‘83 Code, § 31.65)
(B) The Director of Parks and Recreation shall be appointed by the City Manager, and shall be the executive officer in charge of the use and maintenance of parks, properties, and buildings owned by the city and assigned to the Department of Parks and Recreation. The Director is responsible for the recreation programs in buildings or on properties of other public or private institutions that may be used by the city through rental, lease, or gifts. The Department of Parks and Recreation shall have the following specific functions.
(A) It shall be charged with the establishment and maintenance of a city recreation program.
(B) It shall be charged with the use, maintenance and operation of a park system.
(C) It shall be charged with beneficial community services for leisure time activities when and where public or private agencies cannot handle the responsibility.
