(a) Any owner of a motor vehicle may purchase a parking permit valid for one year from the date of purchase for one hundred dollars ($100.00) or a parking permit valid for six months from the date of purchase for fifty dollars ($50.00) or for three months from date of purchase for twenty-five dollars ($25.00) by payment of such amount to the City Auditor. The owner or operator of such vehicle shall not be subject to the requirements, limitations and restrictions set forth in this section.

(b) At the time of paying the parking rental, the owner of such vehicle for which parking rental is paid shall obtain from the City Auditor a receipt, signed by the City Auditor, describing the vehicle for which the parking rental is paid and reciting therein the amount and date of payment and the name of the owner of the vehicle. The City Auditor shall deliver with such receipt a placard, on which the name of the owner appears, to be displayed on such vehicle, as set forth in the typewritten or printed instructions thereon, while such vehicle ocupies any parking meter space. The City Auditor shall retain in his office a copy of such receipt and deliver to the City Manager two copies thereof for the use of the traffic officer in identifying such vehicle.
(c) A placard may be transferred by the owner thereof to another vehicle owned by him, upon the request of such owner and the furnishing to the City Auditor, of a full description of the vehicle to which the placard is to be transferred. The City Auditor shall note such transfer and the date thereof on the receipt delivered by him with such placard and on the copy thereof retained by him, and he shall make and deliver to the City Manager two copies of the description of the vehicle to which such placard has been transferred for the use of the traffic officer in identifying such vehicle.
(d) Any vehicle owner paying the parking rental, as aforesaid, or his agent or permittee, may park such vehicle during the calendar year or portion thereof paid for in any unoccupied parking meter space without depositing coins in the parking meter, but the failure of such owner or his agent or permittee to keep such placard displayed on such vehicle, or on any vehicle to which such placard has been transferred, while the same occupies a parking meter space, shall constitute a misdemeanor.
