(a) Parking meters shall be in operation and lawful coin is required to be deposited in such meters daily between the hours of 8:00 a.m. and 5:00 p.m., except on Sundays and holidays.
(b) The following days are hereby declared to be holidays for purposes of enforcement of all parking meter regulations and are expressly declared to be exempt from payment: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. If any of the aforementioned holidays fall on a Sunday, the following Monday shall be considered as a holiday within the meaning of this section.
