No person shall park, stop or let stand a motor vehicle or any other obstruction in any onstreet parking locations on either side of First Avenue between the intersections of State and Court Streets, on Court Street between First and Second Avenue on the north or park side of the street or on State Street between First Avenue and Second Avenue on the south or park side of the street between the hours of 11:00 p.m. and 5:00 a.m. without the permission of the City Manager.
