(a) Upon any street or roadway within the Municipality, no person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the paved or main traveled part of such street or roadway.
This section shall not apply to delivery vehicles stopped in a business district to load or unload such vehicles, if the vehicle is standing, such that an unobstructed passage of other vehicles and a clear view of such stopped vehicle shall be available from a distance of one hundred feet upon such street or roadway and not within one hundred feet of an intersection.
This section shall also not apply to vehicles such as taxis, busses or other commercial passenger vehicles from stopping to load or unload passengers.
This section shall also not apply to the driver of any vehicle which has become disabled while on the paved or main traveled portion of a street or roadway in such a manner and to such extent that it is impossible to avoid stopping and temporarily leaving the disabled vehicle in such position.
(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
