147.01 PARK ADVISORY BOARD.
   (a)   There is hereby appointed a Park Advisory Board to be composed of five members to be appointed by the City Manager with the approval of the City Commission to a four-year term.
   (b)   Upon the expiration of the terms of the original appointees, each succeeding term thereafter shall be for a period of four years.
   (c)   The members of such Board must be residents of the City.
   (d)   Vacancies on the Board, occurring otherwise than by expiration of a term, shall be for the unexpired term and shall be filled by appointment of the City Manager with the consent of the City Commission.
   (e)   The Park Advisory Board shall elect a chairman for a two-year period at the first meeting of the year and every two years thereafter. Such chairman will schedule meetings as needed and minutes shall be kept of each meeting for public record. The chairman shall designate a secretary to keep minutes.
   (f)   The City Park Director shall be an ex-officio member of the Park Advisory Board.
   (g)   The Park Advisory Board will serve in an advisory capacity to the City Park Director and make recommendations for maintenance and upkeep of the Gallipolis City Park.
