143.02 COMPOSITION, MEETINGS.
   (a)   The City Planning Commission shall consist of the President of the City Commission, who shall be the chairman, the City Manager and three residents of the City who shall be appointed for a term of six years, except that the term of one of the resident members of the first commission shall be for four years and one for two years.
   (b)   New appointments and unexpired vacancies shall be filled by recommendation of the City Manager with the approval of the City Commission by motion at a City Commission meeting.
   (c)   Meetings shall be called on an as needed basis by the Chairman and at other times as the Commission may determine, with the Office of the Code Enforcement Officer sending required notices of said meetings. Minutes shall be kept of said meetings showing the vote of each member and other official action, all of which shall be public record. Said minutes shall be kept by the Secretary to the Code Enforcement Officer.
   (d)   The Code Enforcement Officer shall be an ex-officio member of the Planning Commission.
