(a) Promotion within the Police Department for Chief of Police shall be made from all those officers with a minimum of ten years of experience as a police officer in the Gallipolis Police Department.
(b) The City Manager, using an appropriate evaluating process, will interview each applicant and select the most appropriate candidate, subject to approval by the Gallipolis City Commission. If there are no qualified candidates, then the position will be open to the public; and the City Manager, using an appropriate evaluating process, will interview each qualified applicant and select the most appropriate candidate, subject to approval by the Gallipolis City Commission.
