137.08 AUXILIARY POLICE.
   (a)    Creation; Appointment; Length of Service. There is created within the Police Department an auxiliary police force, the members of which shall be appointed by the City Manager. Such members shall be employees of the City of Gallipolis and shall serve so long as the City Manager shall direct, or until any such member submits his resignation.

   (b)   Qualifications of Members. Members of the auxiliary police force shall be residents of Gallia County, shall be not less than twenty-one years of age at the time of appointment, and shall not be assigned until they have successfully completed any and all schooling as required under the rules and regulations of the Ohio Peace Officers Training Council.
   (c)   Commanding Officer; Powers. The Chief of Police shall be the commanding officer of the auxiliary police force and, subject to the approval of the City Manager, shall have control of the assignment, training, stationing and the direction of work of such force. The auxiliary police will have all police powers, but, shall perform only such police duties as assigned by the Chief of Police or his assistant, and shall act only when in the prescribed uniform. The Chief of Police shall prescribe the time and place such uniform shall be worn. Such auxiliary members shall obey the chain of command of the Police Department and shall take orders from all appointed members thereof.

   (d)   Service To Be On a Volunteer Basis; Compensation. All members shall serve on a volunteer basis and the compensation for such service shall be two dollars ($2.00) per year, payable annually the second payroll in October.

   (e)   Relief and Pension Fund. Members of the auxiliary police unit are not eligible for membership in the police fire relief and pension fund under Ohio R. C. 741.31 to 741.54 inclusive.
   (f)   Worker's Compensation. The City shall contract with the Ohio Industrial Commission, pursuant to Ohio R. C. 4123.03, for coverage of each member of the reserve police force by worker's compensation.
   (g)   Uniforms will be prescribed, replaced, furnished by and remain the property of the City. A member shall not use his badge, wear the uniform or engage in reserve work when not on regular, special or emergency duty.
