137.04 PRIVATE POLICEMEN.
   (a)   Upon the recommendation of the Police Chief, the City Manager may commission private policemen, who need not be on the classified list of the Police Department, under the rules and regulations hereinafter prescribed.
   (b)   In order to qualify for a commission as a private policeman under the authority of the City, such person shall first give bond to the state in accordance with law.
   (c)   Any person serving as a private policeman under the authority of the City, shall do so without pay or compensation from the public funds of the City.
   (d)   The City Manager may terminate any commission made as prescribed herein at any time without notice or reason therefor.
