(a) No person shall employ, use or cause to be used for decorative purposes in any store show window or elsewhere in any store, any flammable decorative material, including flammable curtains, draperies, streamers, surface coverings applied over the building interior finish for decorative, acoustical or other effect, and also flammable cloth, cotton batting, straw, vines, leaves, trees and moss.
(b) No person shall employ, use or cause to be used, any of the materials specified in the first paragraph of this section, for decorative purposes for any social, recreational or political assembly or festival.
