(a) Both the City Planning Commission and Historic Preservation Review Board shall consist of the President of the City Commission, who shall be the chairperson, the City Manager and five residents of the City who shall be appointed for a term of six years, except that the term of two of the resident members of the first commission shall be for four years and two for two years. Vacancies shall be filled by the recommendation of the City Manager with the approval of the City Commission by motion at a City Commission meeting for the unexpired term of the member affected. All members shall serve without compensation.
To the extent available, the five citizens of the village should include at least two individuals who are preservation-related professionals and/or have substantial training or experience in a preservation-related field, including the disciplines of history, architecture, architectural history, planning, archaeology or a related discipline.
(b) The Code Enforcement Officer shall serve as an ex-officio member of the Board.
(c) Vacancies on the Board shall be filled within sixty days, unless extenuating circumstances require a longer period. An extension may be given in writing upon petition to the City.
(d) The Board shall hold quarterly meetings. The Code Enforcement Officer or Board Chairperson can call for additional meetings as needed. The City Manager shall appoint a City employee to serve as secretary of the Board, if available. The secretary shall keep, or cause to be kept, a complete record of all transactions dealt with by the Board. In addition, the secretary shall perform such other functions as the Board may direct. All agendas, records, and minutes shall be available for public review. Any rules or procedures adopted by the Board, as well as a written record of the reasons for said decisions, shall be available for public inspection. All regular meetings shall be held in a public place, advertised in advance and open to the public.
(e) All decisions of the Board shall be made in a public forum and applicants shall be given written notice of decisions of the Board.
