1345.02 DEFINITIONS.
   For purposes of this section, the following words shall have the following meanings:
   (a)   “Alteration” means any material or visual change other than normal maintenance and repair to the exterior of any structure of historic or architectural significance. Normal maintenance and repair is herein defined as those alterations that do not require the issuance of a construction permit.
   (b)   “Applicant” means any person, trust, association, partnership, or corporation that applies for a permit for new construction or alteration, demolition or relocations of a structure on a listed property as described herein.
   (c)   “Archaeology” means the scientific study of material remains (as fossil relics, artifacts, and monuments) of past human life and activities.
   (d)   “Board” means the Historic Preservation Board established under the provisions of this Code.   
   (e)   “Construction permit” means a certificate issued by the Code Enforcement Officer and approved by the Board allowing proposed new construction, alteration, demolition or relocation of a structure on a listed property and in accordance with provisions of this chapter.
   (f)   “Demolition” means the complete or substantial removal or destruction of a structure on a listed property.
   (g)   “Exterior architectural feature” means the architectural treatment of an exterior feature of such scale and proportion exposed to public view, including the kind and texture of building materials, the type of all windows, doors, structure massing, lights, signs, and any other fixtures appurtenant to such proportion.
   (h)   “Historic Preservation District” means any area(s) designated as such on the Historic Preservation District Map. “Exhibit A” is a copy of the map of such districts, attached hereto and made a part hereof, describing those districts being established by this chapter.
   (i)   “Historic significance” means the attributes of a district, site, or structure that possess integrity of location, design, materials, workmanship, and/or association with persons or events, such as:
      (1)   Character, interest or value as part of the development, heritage or cultural characteristics of the City of Gallipolis, the State of Ohio or the United States.
      (2)   Location as a site of significant historic or archaeological event(s).
      (3)   Identification with a person or persons who significantly contributed to the culture and development of the City.
      (4)   Exemplification of the cultural, economic, social or historic heritage of the City.
      (5)   Portrayal of the environment of a group of people in an era of history characterized by a distinctive architectural style.
      (6)   Identified as the work of an architect, or master builder whose individual work has influenced the development of the City.
      (7)   Embodies elements of architectural design, detail, materials or craftsmanship, which represent a significant architectural motif.
      (8)   Relation to other distinctive areas, which are eligible for preservation according to a plan, based on an historic, cultural or architectural motif.
      (9)   Unique location or singular physical characteristic representing an established and familiar visual feature of a neighborhood, or community.
   (j)   “Listed property” means any property, with or without structures, exhibiting historical, aesthetic, or architectural value as part of the heritage, development or cultural characteristics of the City, State, and Country, and which has been designated as a listed property pursuant to the provisions of this Code.
   (k)   “Member” means any member of the Historic Preservation Board.
   (l)   “Monitor” means to follow and document the changes to an area or site.
   (m)   “Owner” means the owner or owners of record of a listed property.
   (n)   “Structure” means any building, facade, monument, work of art or work of engineering permanently affixed to land or any material thing of functional, aesthetic, cultural or historic value that may be, by nature or design, movable, yet related to a specific setting or environment.
