The purpose of this chapter is to establish guidelines and procedures for protecting the historic integrity of structures located within the Historic Preservation Districts and on listed properties as shown on the official City Zoning Map and the Historic Preservation District Map referred to in this chapter and the City Zoning Code.
The City Code Enforcement Officer shall work with the City Historic Preservation Board to administer this chapter with the following goals:
(a) To work with property owners to obtain project approval within the chapter guidelines while offering advice and assistance where possible.
(b) To assist the property owners with information on tax abatements on property tax and federal/state tax credits.
(c) To help the property owner with other City permits and hearings as required. Help is also available on commercial projects where state permits are required.
(d) To help find Architectural and Engineering design assistance where necessary.
(e) To help find grant funding where available.
(f) To assist with gaining "National Register" property status.
The City of Gallipolis has many programs in place such as the "Main Street" program, CDBG grant programs and a Tax Abatement program, which can offer substantial assistance on construction projects within Historic Districts and on "Listed Properties" referred to in this chapter. The Historic Preservation Board shall not place undue financial burden on the affected property owners. Appeals will be heard by the Gallipolis City Commission.
