1343.05 APPEAL; PUBLIC HEARING.
   The owner or owners may, within ten days after completion of service of such notice, make a demand in writing to the Code Enforcement Officer for a hearing on the question of whether in fact a public nuisance, as defined in Section 1343.01(a) exists. The hearing shall be held within ten days following receipt of such written demand and at least two days' notice in writing of the hearing shall be given to the owner or owners. Such hearing shall be conducted by a hearing board composed of the City Manager, the Code Enforcement Officer and City Solicitor. All members of such hearing board must concur that a public nuisance, as defined in Section 1343.01(a) exists before enforcement of the abatement is carried out. A copy of the decision of such hearing board shall be promptly served upon the owner or owners in the manner provided for in Section 1343.03.
