Every person for whom an inspection is made hereunder shall pay the City fees for wiring and fixtures, motors, generators or other electrical equipment, as follows:
(a) Minimum Fee. The minimum fee shall be fifty cents ($0.50).
(b) Open and Concealed Construction.
(1) For each outlet up to and including the first ten outlets, including fixtures, fifteen cents ($0.15).
(2) For each additional outlet and fixture over twenty-five, five cents ($0.05).
(c) Power Wiring, Motors or Generators. For each motor or generator of one-half hp or more, including outlet, fifty cents ($0.50). Circuits for signs and heaters shall be charged for as follows:
