The purpose of this chapter is to permit certain home occupations as accessory uses in dwelling units as long as they are clearly incidental and secondary to the use of the dwelling and do not change the character or adversely affect the uses permitted in the residential district of which it is a part. In general, home occupation is an accessory use located and conducted so that the average neighbor, under normal circumstances, would not be aware of its existence other than for some form of outside identification.
