If the proposed amendment intends to rezone or redistrict ten (10) or less parcels of land, written notice of the hearing shall be mailed by the Clerk of the City Commission at least fifteen (15) days before the date of the public hearing to all property owners within two hundred feet (200') of the affected lot of parcel. The address of such owners appearing on the Gallia County Auditor's tax list or the Gallia County Treasurer's mailing list shall be used. Failure to deliver the notification provided in this Chapter shall not invalidate such amendment.
