1141.02 INITIATION OF ZONING AMENDMENTS.

   Amendment to this Zoning Ordinance may be initiated in one of the following ways:

   (a)   By adoption or motion by the Planning Commission.

   (b)   By adoption or resolution by the City Commission.

   (c)   By the filing of an application by at least one (1) owner or lessee of property within the area proposed to be charged or affected by said amendment.
