Any non-conforming building or structure with the exception of mobile homes as provided for in Section 1137.06, damaged more than fifty percent (50%) of its fair market value at the time the damage occurred exclusive of foundations shall not be restored or reconstructed, used or occupied as a non-conforming use unless permitted by the Planning Commission. If such damage amounts to fifty percent (50%) or less of said fair market value, the non-conforming building or structure may be restored provided such restoration shall begin within six (6) months from the time of damage.
