Repairs, maintenance, alterations, and improvement as required to keep structures in sound condition may be made to a non-conforming building or structure with the exception of mobile homes which are provided for in Section 1137.06 provided the total structural repairs and alterations shall not during its life subsequent to the date of it becoming a non-conforming use, exceed sixty percent (60%) of the appraised value of the building or structure for tax purposes at such date unless such building or structure is permanently changed to a conforming use.
