(a) At the time of surveying and laying out a subdivision the proprietor of such subdivision shall plant at the corner of the public ground or lot, if there is such, and if there is none, then at the corner of one of the in-lots and at the corner of each outlot, a good and sufficient stone, of such size and dimensions and in such manner as the surveyor provided for under Section 311.01 of the Ohio Revised Code directs, for a corner from which to make future surveys, and the point at which it may be found shall be designated on the plat.
(b) Such proprietor shall also set at least four (4) permanent markers in each plat of ten (10) lots or less, and not less than six (6) permanent markers in each plat containing over ten (10) lots; iron pins shall be set at all lot corners. Such permanent markers shall be of one (1) inch pipe or steel rods set in and running through a concrete block at least six (6) inches in diameter and at least thirty (30) inches long, and the bottom of such concrete block shall be set at least thirty (30) inches deep, below finished grade in the plat, and the points at which they may be found shall be designated on the plat.
(c) The perimeter corners of each out lot shall be concrete monuments of rectangular truncated prisms six (6) inches at the top and eight (8) inches by eight (8) inches at the base and forty-eight (48) inches long, with tops six (6) inches above finished grade and carrying a permanent marked point in the top surface.
