SECTION 85. NONPARTISAN ADMINISTRATION.

The object and aim of this charter is to procure an honest and efficient administration of the affairs of the City of Gallipolis, Ohio, free from partisan distinction or control; and the municipal authorities of the City shall construe the provisions of this charter with that aim in view.
