The City Commission may, after public hearing, amend, supplement or change these Regulations. Notice shall be given of the time and place of such public hearing by publication in at least one newspaper of general circulation published in the local area thirty days prior to holding of said hearing. The amendment or amendments shall be on file in the office of the City Manager for public examination during the said thirty days.
