In order that the provisions of this charter may be put in full force and effect from and after January 1st, 1918, three City Commissioners and the City Solicitor shall be elected on the First Tuesday after the first Monday in November, 1917. At the first primary election, there shall be selected not more than six (6) candidates chosen in accordance with the general primary provisions of this charter.
