(a) Every owner, tenant, lessee or occupant of any single-family residence, two-family residence, flat, apartment, hotel, motel, restaurant, eating place, boardinghouse, store, school, church or any other premises where any garbage or rubbish is produced shall procure and keep, within a building on the premises, or within twenty-five feet therefrom suitable watertight cans or receptacles that do not exceed thirty gallons in capacity, with suitable bails or handles, each having a tight-fitting cover, for receiving and holding, without escape of odors, all garbage that accumulates on such premises between the regular garbage collection dates.
(b) Every owner, tenant, lessee or occupant of any single-family residence, two-family residence, flat, apartment, hotel, motel, restaurant, eating place, boardinghouse, store, school or church, or any other premises where rubbish and trash is produced, to provide and keep, within a building on such premises or within twenty-five feet therefrom, suitable and sufficient metal, plastic, or wooden containers that do not exceed thirty gallons in capacity, with suitable bails or handles, for receiving and holding all rubbish that accumulates on such premises between collection of rubbish.
