(a) No person shall engage in or carry on the business of collecting, hauling or disposing of garbage and refuse for the purpose of servicing the commercial and industrial residents of the City without being licensed by the City Manager for one year. Licenses shall be renewable in January of each year.
(b) No garbage, whether originating from inside or outside the City, shall be hauled or transported over or through the streets of the City except in modern, safe, leakproof refuse disposal equipment.
(c) Except for those persons licensed and authorized by the City, no person shall engage in or carry on the business of collecting, hauling, or disposing of garbage and refuse for the purpose of serving one-and two-family dwellings.
