As used in this chapter the following terms shall mean as follows:
(a) "Garbage" means the accumulation of animal, vegetable and other matter that results from the preparation, consumption, decay or storage of meats, fish, fowl, fruits, vegetables and all other food substances.
(b) "Rubbish" means that accumulation of matter such as paper, cardboard, rags, straw, felt, leather, wearing apparel, packing material, sweepings, small pieces of wood, crockery, glassware, ashes, tin, small metal objects and all other refuse and rubble that can be reduced in size so that it can be transported in and by vehicles that are provided by the City.
