929.03 GENERAL DISCHARGE PROHIBITIONS.
   No User shall contribute or cause to be discharged, directly or indirectly, any of the following described substances into the POTW:
   (a)   Any wastewater which causes a hazard to human life or creates a public nuisance.
   (b)   Any gasoline; benzene; naphtha; fuel oil; or other liquid, solid, or gas which by reason of its nature or quantity is sufficient either alone or by interaction to cause fire or explosion or be injurious in any other way to the operation of the POTW.
   (c)   Any liquid or vapor having a temperature higher than 150 degrees Fahrenheit at its point of entry to the POTW or which causes the influent to the POTW to exceed 104ºF. (40 degrees C.).
   (d)   Any garbage that has not been properly shredded.
   (e)   Any waters or waste having a pH less than 5.0 or higher than 10 or having any other corrosive property capable of causing damage or hazard to structures, equipment, or personnel of the POTW.
   (f)   Any water or wastes containing free oils, emulsified oils, and grease exceeding an average of 100 parts per million of either soluble matter.
   (g)   Any water or wastes containing a toxic pollutant in sufficient quantity to injure or interfere with or cause upset to any aspect of the POTW, to constitute a hazard to humans or animals, to create any hazard in the receiving waters of the POTW, or to exceed the limitations set forth by an applicable Categorical Pretreatment Standard.
A toxic pollutant shall include, but not be limited to, any pollutant identified in the Toxic Pollutant List set forth in Appendix A attached to original Ordinance 85-33.
   (h)   Any noxious or malodorous liquids, gases, or solids which either singly or by interaction are capable of creating a public nuisance or hazard to life or are in concentrations sufficient to prevent entry into the sewers for their maintenance and repair.
   (i)   Any substance, in sufficient quantity, to cause the POTW's sludges or scums to be unsuitable for reclamation and reuse or to cause the POTW to violate its NPDES permit.
   (j)   Any unpolluted water and noncontact cooling water.
   (k)   Any solid or viscous substance which will or may cause obstruction to flow in a sewer or impair the operation of wastewater pumping facilities or in any way interfere with the operation of the POTW.
   (l)   Any slug load, which shall mean any pollutant, including oxygen demanding pollutants, released in an extraordinary discharge episode of such volume or strength as to cause interference to the POTW.
   (m)   Any substance with objectionable color not removed in the POTW, such as, but not limited to, dye wastes and vegetable tanning solutions.
   (n)   Any radioactive substance except:
      (1)   When the User is authorized to use radioactive materials by the State Department of Health or other governmental agency empowered to regulate the use of radioactive materials.
      (2)   When the waste is discharged in strict conformity with current regulations of the Ohio EPA and the Nuclear Regulatory Commission regulations and recommendations for safe disposal.
      (3)   When the User is in compliance with all rules and regulations of all other applicable regulatory agencies.
      (4)   When there is no harmful effect on personnel, sludges, or receiving stream.
