(a) New sewer capacity requests for locations that are more than two hundred linear feet from the nearest City main shall only be granted for properties located within the physical bounds of the City of Gallipolis and extended to those areas newly annexed into the physical bounds of the City, except that any institution qualified as tax exempt under 501(3)(c) of the Federal Tax Code or any residential property that the City Manager deems in the best interest of the property owner and the City or any medical facility, nursing home or assisted living home which wishes to tap into a City sewer main at the closest gravity feed point to their property shall be allowed to do so, upon the voice vote approval of the City Commission, if there is sufficient capacity in the water pollution control system as determined by the Gallipolis City Commission. Any such tap and sewer line is private to the applicant, does not act to extend the City line and may not be tapped into without specific written authorization of the City of Gallipolis and shall be installed and maintained solely by the applicant.
