Where there is a private source of water supply, the City Manager or his designee may require the sewer user, at his expense, to meter the water used, or he may accept the statement from the supplier of the water to the sewer user of the monthly flow or amount of flow guaranteed by the water supplier. The charge made by the City to such sewer user shall be calculated upon the same basis as if the water had been supplied through the City's mains.
