SECTION 62. ELECTION.
   The candidates for nomination to the office of City Commissioner who shall receive the greatest vote in such primary election shall be placed on the ballot at the next regular municipal election in number not to exceed twice the number of vacancies in the City Commission to be filled, and the candidates at the regular municipal election, equal in number to the places to be filled, who shall receive the highest number of votes at such regular municipal election, shall be declared elected. A tie between two or more candidates for the office of City Commissioner shall be decided by lot under the direction of the election authorities, as provided by the general election laws of the state.
   Nothing in any of the preceding sections shall prohibit any duly qualified elector of the City of Gallipolis, Ohio, from becoming a candidate for any office in the City within three days after the primary in any manner provided by the general election laws of the state. The day of the primary shall not be included in computing the time. Provided, however, that the provisions of the Revised Code of Ohio as to the time within which nomination by petition or nomination papers under this section, but all nomination papers and petitions shall be filed within the time prescribed herein.
