(a) Any person desiring water service from the City, and not the owner of the real estate and premises to be serviced by such water usage, shall make a deposit of one hundred twenty-five dollars ($125.00) in cash with the City Auditor.

(b) In the event that the water bill of the person becomes in arrears, such deposit may be applied to the payment of the water bill.
(c) On termination of the usage of the water service of the City by any person, and after payment of any amounts in arrears due the City, the balance of such deposit shall be refunded to the person making the same.
