(a) There shall be no permanent display on any sidewalk within the City including, but not limited to, vending machines. Machines used for the sole purpose of the distribution of newspapers are specifically exempted from this section. Displays of an impermanent nature which are put out on the sidewalks by the adjoining merchant and which are moved off the sidewalks at night, are permitted, although such displays must not obstruct pedestrian traffic. Flora or floral displays of an aesthetic nature are permitted on sidewalks although such displays must not obstruct pedestrian traffic.
(b) This section shall control use of sidewalks within the City limits; no other section in the Gallipolis Codified Ordinances shall be read to conflict therewith.
