(a) No person shall make any curb cut, street cut, right of way cut or shall bore beneath a City controlled right of way unless a permit for each such project to make such cut or boring shall have been obtained prior to commencement of the work from the City Manager or his designee.
(b) Each permit for making such cut or boring shall be confined to a single project. Applications shall be made to the City Manager or his designee on a form prescribed by him, giving the exact location of the proposed opening, the kind of paving, the area and depth to be excavated and such other facts as may be provided for. The permit shall be issued only after a cash deposit or bond equal to the estimated cost of such cut or boring has been posted with the City, conditioned upon prompt and satisfactory refilling of excavations and restorations of all surfaces disturbed. A fee prescribed by the City Manager shall be charged to cover the costs of supervision and inspection of any opening, which fee shall be collected at the time the permit is issued.
